The Shire of Wagin seeks an economic review of its rating structure to assess whether current rates are distributed fairly and consistently across residential, commercial, industrial and agricultural sectors. The project should examine who pays rates, who benefits from local infrastructure and services, how minimum rates influence land-use decisions and whether similar economic activities receive similar treatment under different valuation methodologies (GRV and UV). The analysis should identify any unintended distortions, evaluate alternative rating structures, and provide recommendations to improve equity, encourage productive land use and maintain a sustainable revenue base.
