The Purpose of the Master Roster The master roster must do three things simultaneously: 1. Match client complexity → to the right skill tier 2.Stabilise hours → to reduce cancellations and agency use 3.Create a development pipeline → from Level 1 → Level 2 → Senior SW This is not just a roster — it supports the strategic workforce development strategy.
